 Here’s how you can restrict access to the desktop background settings using

  1. Press Win + R to open the Run command dialog box.
  2. Type gpedit.msc and press OK to open the Local Group Policy Editor.
  3. Navigate to User Configuration > Administrative Templates > Control Panel > Personalization.
  4. Double-click the Prevent changing desktop background option
  1. Double-click the Prevent changing desktop background policy.

  2. Select the Enabled option.

  3. Click Apply.
  4. Click OK.
